In 2024, A Better Charleston County opposed the TST referendum since it significantly underfunded conservation, public transit and roads other than the Mark Clark Extension (526). There were also issues about past performance and the lack of transparency in developing the referendum.
For a 2026 referendum, we are actively working with the other stakeholders to ensure our three focus areas are reflected in what the voters will see in November 2026. We look forward to a 2026 referendum that we could support.

Charleston County has held five TST referendums since 2000. Three of them passed, one of which was nullified, and two have failed. Only the tax in 2004 passed by a wide margin.

Only 11 of the 182 precincts in Charleston County voted for the tax. None of those 11 precincts were located on James, Johns, Seabrook or Wadmalaw Islands. You can find more details here.

This chart shows the performance of Charleston County referendums .. Transportation Sales Tax (TST) and Affordable Housing Bond ... and how they compare to the Charleston County School District (CCSD) Education Capital Improvement tax referendums and the Berkeley County TST referendums.
Despite overwhelming voter support for these other referendums, referendums in Charleston County have seen a continued decline in support. And Charleston County has never seen the 65% to 75% approval rating seen in these other referendums.
